    I disagree that raising the limit to $35,000 would take away from the rental pool and hurt Landlords. Down payment is only one criterion that buyers have to satisfy. The number of extra people that will be able to buy won’t make much of a dent in the rental pool. Even if they buy homes with rental suites or potential rental suites, using the “Purchase Plus Improvements’ program, it still won't make much of a dent in the rental pool.
